Perspectus designed a new, two-story operations building being constructed on vacant land just west of the existing main building at the three-acre U.S. Coast Guard Cleveland Harbor Moorings.

As Phase I of a two-phased Design/Build project funded by the Fiscal Year 2010 Homeland Security Appropriations Bill, the 24,500-square-foot building will include operational, administrative and crew berthing spaces. A third floor observation room and deck will be constructed directly above the Command Center. The elevation of the deck will provide the on duty USCG personnel with an effective view of Lake Erie and beyond the break walls.

This project is targeting LEED Gold Certification under the U.S. Green Building Council LEED 2009 NC Rating system and incorporates sustainable design strategies, including Variable Flow Refrigerant (VFR) systems, raised floor air distribution and grey-water usage. In addition, the design complements the surrounding downtown Cleveland waterfront development, which features North Coast Harbor, the Rock and Roll Hall of Fame and Museum, Great Lakes Science Center and Cleveland Browns Stadium.
